I think it's answer is very easy, I am developers and according to my point of view develop site through joomla will automatically increase site speed as compare to develop in another application.

Definitely, you can use joomla development for increase our site speed. Because of the tremendous success of joomla it is available in 3.0 latest version & as this is open source it is available free.

People need to keep in mind that the scores may not mean all that much - it's the load times that count (it's possible to be fast and still score low, and vice-versa).

Further, also be aware that there are 2 speeds to consider, Actual and Perceived.
You can make things faster, and you can make things seem faster. IF you can do both, you should have better user-satisfaction :D

And focus on doing the "optimal" changes.
I've got a list in excess of 100 things you can do to speed up a site - but to be honest, after the inital 5 or 6 steps, the gains start to be very small, and considering the effort/cost involved in some, it's not really worth it.
